It seems that every few weeks 3ternity or someone is sending out an email that states something to the effect of "please donate only the troops requested." Having been given lvl 2 barbs or lvl 1 WBs, I understand the frustration that people have with getting troops that are not requested; however, I also understand that people are afraid to go into negative donations because they do not want to be kicked out.
Therefore, I have a proposed solution. Since one of the requirements to being an Elder or Co-leader is being positive in donations, why not just hold Elders and Co-leaders to that standard and allow members to go as negative as they would like or as far as people are willing to donate to them.
This would accomplish a few things. First, since Elders and Co-leaders should have some semblance of understanding troop requests and since they will be the ones primarily donating, this should reduce the number of incorrect troops donated and reduce frustrations. Second, for those that want to be an elder, then they can continue to donate and hopefully will donate the correct troops, which will also reduce frustrations. Finally, members can request and not worry about donations and being kicked if they do not donate.
Now, you may ask what about people who abuse the system or get troop donations and leave. Well, we have that now as it stands, so not much would change. However, those that really abuse the system (let's say 1000 troops received and 0 donated) can be kicked at the end of the season or elders and co-leaders can just stop donating to that individual. Of course all of this would be evaluated at the end of the season and then promotions, demotions, or kicks can occur.
Now, you also may ask if that puts a lot of burden on the elders and co-leaders, and the answer is yes. However, what I have witnessed is that the elders and co's are usually the ones donating most of the troops anyway, so that wouldn't change much either. Also, if a person wants to become and elder, then they should donate positively and get promoted at the end of the season.
This is just an idea, but it might help with reducing the emails sent out to donate correctly, lower frustration due to getting incorrect troops, and not having people feel like they have to donate or they will get kicked out.

Nice idea, ill think about it and talk to the other Co-leaders to see what they think. Thanks for bringing this up.

Hey Guys,
Hear what you're saying Rich.
Here's what I think: those who want to be elder and donate will still possibly give incorrect troops just to get their donations up. So I don't know if that would solve the frustration problem. I also think that when people donate to the clan, there's more commitment and desire to stay. I think having people donate is another way to get them connected to our clan and want to stay. If they don't have to donate or worry about it, they will stay on the outside and off of the chat and be more "invisible." So, I don't know if I like that idea... But there is leeway. We can't all be positive in donations, not physically possible. And if they're at least donating, there's still more room for being negative. So, I don't know if I want to go so far to say that they don't need to donate. We already have people doing that without it being said. LOL
Just my thoughts :)
